Debra, I don’t know where your land is but the septic/well is not required for electricity, we are using composting toilet & or going off grid with wind/solar so it would not be an issue for us anyway. Most people are hauling water from town& I am looking at getting a 1000 gal tank trailer mounted to deliver water if anyone is interested.
The requirements are pretty lax for Hudspeth county so just make sure you do everything safely & you should be ok.
